主诉检察官制度发展的困境及改革思路

摘　　要：主诉检察官制度作为检察官办案制度在公诉工作中的改革创新,具有明确责任、提高效率、提升公诉效果等多种优越性,但由于地位不明、权责不清、配套不全,致使其在实践过程中发展缓慢,甚至在有些地方名存实亡。破除主诉检察官发展障碍,必须在明确地位,充分放权、提高待遇、加强监督等方面加大力度。As an innovation of public prosecutor system, the chief procurator system has the superiority in clarifying responsibilities, improving efficiency, enhancing the effects of public prosecution, etc. However, many factors such as undefined status, unclear responsibilities, and incomplete supporting measures have resulted in its slow development in practice, or existing only in name in some places. In order to remove the obstacles in the development of chief procurator system, greater efforts shall be made to identify the status, granting more power, improving the remuneration and strengthening supervision.
