摘　　要：同城化对于优化产业结构,提高区域经济整体竞争力具有积极的意义。厦漳泉在推进大都市区同城化过程中需要建立相应的科技公共服务平台,以促进三市关键技术和共性技术的研发。利用DEA分析方法的C2R模型、BC2模型和Malmquist指数分析当前厦漳泉三市的科技政策绩效,结果表明,厦漳泉三市科技政策绩效整体呈现下降趋势,技术进步落后是其科技政策绩效下降的主要原因。树立利益共赢理念、建立有效的资源共享机制、成立推进科技资源共建共享的官方协调组织、建立产业联盟合作机制和科技产业化对接平台、完善人才引进制度和激励机制、加大科持投入力度是提高厦漳泉三市同城化过程中的科技政策绩效的有效途径。Urban integration has the positive significance on optimizing the industrial structure, improving the overall com- petitiveness of the cities in the regional economy. It is necessary to establish a corresponding public service platform of science and technology during the process of urban integration in order to promote the three cities＇ technology and common technology research and development. Using C2R model, BC2 model and Malmquist index analysis of DEA method to analyze the three cities＇ science and technology policy performance, results showed that there＇ s an overall trend of declination in the performance of science and technology policy in the three cities. And technology backwardness is the main cause of the declination. Setting up the interests and win - win concept, establishing an effective mechanism of resource sharing, promoting science and technology resources co - construction and sharing of official coordinating organization, establishing industry association and industrialization of science and technology docking platform, improving the system of introducing talents, incentive mechanism and enhancement of investment can improve the three cities＇ s science and technology performance.
