摘 要:绩效管理是战略管理的重要构成要素。在对延伸的水产装备科技工作绩效管理指标体系设计中,根据农业部要求并结合中国水产科学研究院渔业机械仪器研究所目前实施的水产装备科技人员绩效考核体系中关键指标的设置与要求,在职责履行中设置了一级指标2项、二级指标15项,其中科技类关键指标占53%,以分值计科技类关键指标占61.5%,体现出水产装备科技工作在水产科研院所和部门绩效管理指标体系中的主体作用。该绩效考核体系实施后,各研究室的任务目标完成率比较好,考核目标完成率达84.3%,考核平均分完成率为85.2%。考核目标和考核分两项指标的完成率基本一致,体现出水产装备科技绩效管理指标体系的有效性。该绩效考核体系的实施为全面推行绩效管理积累了经验。Performance management is an important component of strategic management elements. For the extension of fishery science and technology performance management index system design, according to the request of the Ministry of Agriculture and combined with the current implementation of key indicators of the aquatic scientists and technicians in the performance appraisal system settings and requirements, the paper sets up 2 parameters in the first rank of indicator and 15 parameters in the second layer of indicator, among which proportion of main indicators of science and technology accounts for 53% and the proportion of key indicators of science and technology accounts for 61.5%. Therefore, we can conclude that the aquatic science and technology work plays a key role in fisheries research institutes and sectors index system of performance management. After the implementation, lab objectives achieve better fulfillment; assessment target completion rate reaches 84. 3% ; the completion rate of evaluation is about 85.2%. The completion rate of assessment objectives and assessment scores is basically the same, which demonstrates the effectiveness of aquatic science and technology indicators for performance management index system, so as to accumulate the experience for the full implementation of the performance management.
