摘　　要：甘肃实施创新驱动发展战略需要解决的核心问题:加快建设区域战略性新兴产业的科技创新能力。甘肃的科技、文化、产业和金融力量高度集中于兰白都市圈,具有发展战略性新兴产业的创新化基础、战略条件和战略地位。建设产业科技创新能力的现实路径:建设兰白科技创新综合改革试验区,创新化构建引导激励与创新追赶两个政策层次一体化发展的创新政策体系,解决诸多制约产业创新能力建设的发展问题,将区域长期积累的特色产业基础、潜在科技"势能"转化为推动发展的创新"动能",打造推动战略性新兴产业发展的西部科技创新高地。The core issue, which needs to be solved for Gansu province to implement the regional strategy of innovation-driven de- velopment, is to speed up the construction of the scientific and technological innovation capabilities that the strategic emerging indus- tries of region should have. Gansu＇s strengths, including the strength of science, technology, culture, industry and finance, are highly concentrated in Lanzhou-Baiyin metropolis circle ; and it has the base of innovative development, the strategic conditions and the strate- gic status by which Gansu province will promote the development of strategic emerging industries. It is possible to construct the scientif- ic and technological innovation capabilities of Gansu industry by opening up the new realistic paths： building a Lanzhou-Baiyin pilot zone for overall reform of technological innovation; innovatively constructing a new policy system of innovation that is made up of two policy levels of integration development： guidance and excitation, to catch up with the leader in technological innovation; solving many of the development problems that restrict the construction of the innovation capabilities of industries for scientific and technological; converting the base of characteristic industries and the potential momentum of science and technology, which are both accumulated by the regional economic system of Gansu over a long period of time, into the kinetic energy of innovation to promote development; making the country＇s western highlands of technological innovation that will promote the development of strategic emerging industries.
