摘　　要：近代上海何以在短时间内迅速崛起?上海又何以如此繁荣和现代?费唐报告从制度角度集中、深入讨论这一问题,即建立在自治与法治精神上的现代市政制度是根本原因,这一制度不但提供人身和财产方面的安全保障,而且在其运行过程中表现出廉洁和高效,这同专制独裁的中国政府直接管辖区域普遍存在的腐败低效形成鲜明的对比。但是报告以此为由,建议推迟租借交还中国,却遭到相关各方的反对,其原因大致可归为两方面:一是因人废言,二是因时废言。What＇s the key element for modern Shanghai developing to be a prosperous and modern metropolitan？ There was a heated international discussion on this topic in 1920s, and Feetham Report, is one of them. According to Feetham＇s view, the municipal administration system which is based on the self-government and rule of law are the fundamental reason, for it is honest and efficient, and it also formed a striking contrast to the corruption and inefficiency of the other Chinese cities which were under the arbitrary Chinese government control. Feetham Report was criticized vehemently by the Chinese when it was publicized and ignored since then.But in today＇s view, we may find it is enlightened in some ways for the modern transformation of China.
