统筹城乡医疗保障制度的政策构想——以山西为例

摘　　要：覆盖城乡居民的医疗保障体系在山西省初步确立,但医疗卫生服务体系的"二元"失衡和医疗保障体制的"三维"分立,仍是其加大统筹步伐的制度障碍。要真正实现城乡一体化,应采取渐进式、分"两步走"的改革办法;施行管理与经办资源整合、统筹层次逐步提升、筹资机制趋于科学化、保障项目之间有效衔接等一系列政策性配套改革措施。Shanxi has initially set up the medical security system covering the whole provincial rural and urban residents. The ＂dual＂ disequilibrium of current medical and health service and the ＂three dimensional＂ discrete state of medical security system are still the impediment for its further coordination. In order to realize the urban and rural integration, we shouhl take the gradual ＂two steps＂, integrate the management and service resources, upgrade the coordination level, set up scientific and dynamic fund raising mechanism and strengthen the coordination of various medical security system.
