摘　　要：针对目前多数灌区供水体制管理中存在的问题,围绕水权探讨改革措施。指出模糊水权是灌区用水的制约因素,概述灌区水权改革历程,分析水管理部门、灌区管理机构和用水户的关系,提出应保障灌区用水转让权、明晰水权与灌区资产权利关系,为灌区供水体制管理改革提供参考。In view of the problems in the management of irrigation water supply system, this paper expounds on the reform measures centering on water rights. It is pointed out that the fuzzy water right is the restricting factors for irrigated areas in using irrigation water. The author examines the reform course concerning irrigation water rights, makes analysis of the relationships between water management authorities, irrigation management institutions and water consumers, and points out that we should protect the right to transfer water use, make clear about the relationships between water right and irrigation property rights, with a view of providing a reference for the irrigation management reform for those areas.
