政策性文件中“社会协商”概念的探讨——以不同语境下的用法为核心的考察

摘　　要："社会协商"在当前的理论研究和实践运用中属于一个不确定的概念。在规范性文件的使用上也存在对其内涵与外延不同的表述,由此导致了理解与交流的困难。为更好地理解"社会协商",可能的路径之一就是考察其在不同语境下的用法。分析现有14个政策性文件中"社会协商"的五种不同用法,偏重"社会"意味的三种用法,即将"社会协商"作为政治体制改革的方式之一、作为社会治理的方式之一、作为民主监督的方式之一,都有待上升到法律层面予以调整,并都有值得进一步制度化的努力空间。The definition of social negotiation is quite implicit both in theoretical research and practi？cal application. Even in the normative documents, social negotiation has various meanings, which ham？pers understanding and communication. A survey on its usages in different context may help to better un？derstand the concept of social negotiation. This paper analyzes 5 usages of “social negotiation” in 14 poli？cy documents and finds that 3 out of the 5 focus on society, i.e., regarding social negotiation as a way topolitical restructuring, social management and democratic supervision. The definition can be improvedboth academically and systematically.
