摘　　要：地域文化承载着一个地区的历史、文化、风俗等,具有重要的研究价值。深入开展高校图书馆地方特色数据库的建设,对高校图书馆和本地区的经济发展都起到十分重要的作用。笔者就建设"天津文化艺术"特色数据库的重要意义及其框架作一阐述,提出了建设该特色数据库的具体方案,分析了其中的关键技术。Regional culture, which worth to be studied, carries the history, culture and customs of a region. The construction of characteristics data- base in university libraries play an important part in the development of university libraries and local economy. The writer discusses the special meaning of the construction and the basic framework of ＂Culture and Art in Tian.iin＇. And then the writer puts forward the special planning for the feature data- base and analyzes the crucial technologies in it.
