摘　　要：信息预警机制是以"一案三制"为核心的政府危机决策体系的强大动力和重要支撑。在界定公共危机、信息预警概念及其国内外相关研究的基础上,结合政府危机决策对信息预警的需求,提出了公共危机信息预警的三阶段模型,并从支持公共危机信息预警过程的主要功能出发,建构了与主要功能相对应的信息预警机制。Information early warning mechanism is a powerful driving force and important support of the government crisis decision-making system based on the core of ＂one case with three systems＂ . Based on defining the concept of public crisis and information early warning and related research at home and abroad, combined with the requirements of the government crisis decisionmaking for information early warning, the paper puts forward a three-stage model of public crisis information early warning and constructs the information early warning mechanism corresponds with the main function on the basis of the main function of public crisis information early warning process.
