摘　　要：为衡量R&D投入的效率,运用数据包络分析(DEA)模型,对全国1991至2008年期间R&D投入的数据进行了分析,结果表明我国R&D资源配置效率相对较低,呈现出先升高后下降的趋势,优化R&D资源配置是实现创新型国家战略目标的必然要求。To investigate the effectiveness of these R＆D investments, we make use of the DEA （ Data Envelopment Analy- sis） models to evaluate the efficiency of R＆D investments using Data from 1991 to 2008. Through analyzing the input and output by DEA approach, we can draw the conclusion that the efficiency of the R＆D resources allocation is relatively low which presents the tendency of first rise then fall. The result of the present work implies that only enhancing efficiency of the R＆D resources allocation, can we make our country into the innovation nation.
