摘　　要：20世纪90年代以来,营利性大学的崛起成为美国高等教育发展最为显著的变化之一,但是联邦政府对其监管政策常常因政权的更替而产生变化,进而使营利性高等教育机构处于不确定和复杂的监管环境。该文将从美国营利性高等教育监管政策的历史沿革着手,分析其监管政策的特点。Since 1990s, the rising prominence of for-profit higher education has become one of the most significant changes in the development of American higher education. Nonetheless, the regulatory policies of the federal government on for-profit universities haven＇t been consistent due to regime change, thereby creating an uncertain and complex regulatory environment for for -profit universities. The paper reviews the historical development of regulatory policies on for-profit universities and analyzes their characteristics.
