优化基本药物遴选模型和方法的建议

摘　　要：目的:为完善我国基本药物遴选方法提供建议。方法:采用文献研究、数学模型等研究方法梳理并评价世界卫生组织、中国及部分国家遴选基本药物的模型和方法,指出当前我国基本药物遴选程序、模型和方法上存在的问题,并提出建议。结果:当前基本药物遴选主要有专家决策法、循证医学评价法、药物经济学评价法等。我国基本药物目录遴选主要存在遴选方法单一、指标不明确等问题。结论:建议重新构建一个五维的评价指标体系,并按证据强度采用五级评分,引入模糊综合评价模型优化基本药物的遴选。OBJECTIVE： To provide recommendations for improving the selection methods of essential medicine in China. METHODS： The literature research methods and mathematical models were adopted. The selection models and methods of essential medicine of WHO, China and some other countries was evaluated and sorted; the problems were pointed out about the program, models and methods of essential medicine selection. RESULTS： The commonly used methods of selection including expert deci- sion-making, evidence-based evaluation method, pharmacoeconomic evalution method, etc. Essential medicine selection in China mainly exist some problems, such as selection methods is single, indicators are not unclear, etc. CONCLUSIONS： It is recom- mended to reconstruct a five-dimensional evaluation system, to adopt the five grades according to the strength of evidence, and to optimize the selection of essential medicines by introducing the fuzzy comprehensive evaluation model.
