摘　　要：从国内智慧城市发展现状分析出发,总结了国内外运营商参与智慧城市建设的经验,提出了电信运营商在智慧城市建设中的定位和总体思路,给出了发展的策略建议。It firstly analyzes the domestic development of smart city, then sums up the telecom operator smart city practice experience. Final y it discusses the position and strategies of operators in the smart city development, and gives development proposals.
