弃婴刑事被害现象的原因与对策论析

摘　　要：弃婴数量多、生存环境差,极易遭受犯罪行为的侵害,其生命健康权、身心健康权、人身自由权得不到保障。究其原因,主要包括家庭、国家、法律和社会层面的因素。相应地,革新观念、构建普惠型儿童福利制度、完善法律规定、建立多方联动机制成为保护和救助儿童的有效措施。There have always been large populations of deserted children who are confronted with bad survival environment and are exposed to criminal infringements which invade their rights of life and health, rights of physical and psychological health, and rights of personal liberties. The reasons can be explored in such aspects as family, country, law and society. Accordingly, transforming old ideas, building universally applicable children welfare system, perfecting laws, and building multiparty interaction mechanism can protect and rescue children effectively.
