摘　　要：党的十八届三中全会提出要创新社会治理,而社区矫正所体现的刑罚轻缓化、行刑人道化以及犯罪治理社会化等先进理念,正是创新社会治理的有机组成部分。针对当前社区矫正机构工作力量薄弱、威慑力不够、约束力不强、协调能力有限等问题,必须多方联动、形成合力,才能增强社区矫正的实施效果。实践证明,强化对社区矫正的法律监督,适当拓宽检察职能,积极发挥协调作用,是增强社区矫正活动权威性、实效性的有效途径。Innovation of social governance is proposed at the Third Plenary Session of the Eighteenth Central Committee of CPC, and the advanced concepts reflected by community correction are just organic ingredients of innovation of social governance, such as the mitigation of criminal penalty, the humanity of execution, and the socialization of crime governance, etc. In view of the problems exsited in current community correction agencies such as the weakness of work force, the lack of deterrence, the deficiency of binding force, and the limitation of coordinating capacity, etc., multi-linkage must be executed to form resultant force, so as to enhance the implementation effect of community correction. As is proved by experience, enhancing the legal supervision, broadening the prosecutorial function appropriately, and exerting the coordinating function actively of community correction are effective ways to strengthen the authority and effectiveness of community correction activities.
