电网公司生产项目规划及投资计划管理体系研究

摘　　要：针对目前电力系统普遍存在的生产项目规划和立项项目管理不规范,而现有体系缺失或无法系统解决的问题,基于国内外研究、企业现状和生产项目关键环节的管理要求,开展生产项目规划和投资计划管理体系的综合研究,建立一套中国南方电网有限责任公司范围内的完整、详细、规范的生产项目预算标准、准入条件、项目命名规范以及技改大修可行性研究规范和项目优选。试点应用表明,该体系规范了生产项目规划及投资计划管理流程,使生产项目立项阶段流程趋于规范化、标准化,为实现项目的信息化管理提供了更为完善的体系。Aiming at problems of present power system such as nonstandard production project and project management and existing system deficiency or some problems unable to be solved, this paper develops a comprehensive study on production project panning and investment plan management system based on domestic and abroad studies, enterprise status quo and management requirements for key links of production project. Meanwhile, it establishes a set of complete, specific and standard feasibility study specification and project selection scheme containing contents of budget standard of production pro- ject, access conditions, project naming notations and technical improvement and overhaul within limits of CSG. Pilot appli- cation shows that this system normalizes flow of production project planning and investment plan management which may re- alize flow in stage of project proposal normalization and standardization and provide more complete system for realizing in- formatization management of the project.
