摘　　要：在介绍湘江流域洪水主要特点的基础上,分析了该流域现状防洪存在的问题,包括堤防工程体系不完善、水库防洪库容不足、蓄滞洪区和防洪非工程措施建设滞后等,并且相应地明确了沿江各级城市的防洪标准。提出了湘江主要河段的防洪规划方案和规划目标,认为:解决湘江防洪问题,应遵循"以泄为主"的治理方针,遵循"确保重点、兼顾一般"及"工程措施和非工程措施相结合"的原则。In order to solve the flood control problems of Xiangjiang River Basin, the policy of taking flood releasing as mainstay should be complied with, and the principles such as giving priority to key points with proper consideration to general, and combination of engineering and non-engineering measures should be followed. On the basis of the introduction of flood characteristics of Xiangjiang River Basin, the existing problems with the flood control situation of this basin, including imperfect levee system, insufficient flood control capacity and the lag of detention basin construction and non-engineering measures, were analyzed and the flood control standard for the cities along the river was made clear. The flood control scheme and goals of the main reaches of Xiangjiang River were put forward.
