摘　　要：民族区域自治制度作为多民族国家处理国内民族问题,协调族际关系的重要手段,已被不少国家所采用。该制度的实施有效缓解了民族间的紧张关系,在一定程度上实现了民族和解。本文以西班牙巴斯克民族区域自治制度为考察对象,通过对民族区域自治制度在巴斯克地区的运行情况来阐明民族区域自治制度对于西班牙解决巴斯克民族问题的积极意义及其制度本身存在的局限性。As an important means of solving internal ethnic problems and harmonizing ethnic relations for multinational countries, the system of ethnic regional autonomy has been adopted by many countries. It greatly relieves the tensions of ethnic relations and brings about the reconciliation of all ethnic groups to some extent. This paper takes the ethnic regional autonomy system of Basque as a sample and mainly discourses on its operation in order to illuminate its positive significance in dealing with ethnic problems and the limitation of the system itself.
