“区直管社区”模式存在的问题及改进途径

摘　　要：为理顺政府行政管理与社区居民自治的关系,2010年,安徽省铜陵市铜官山区启动了社区管理体制改革,实施"区直管社区"模式。"区直管社区"模式的实践表明,这一模式有利于满足社区居民日益增长的多元化需求,有利于化解社区管理中出现的矛盾。但在"区直管社区"模式的实践中也存在着社区管理行政化加强、社区自治弱化等问题。建议通过加强顶层设计和统筹规划、理顺管理体制、创新管理方法等途径完善"区直管社区"模式,理顺社区管理中各主体间的关系。In order to straighten the relation betweengovernment administration and community self- government,Tonggongshan District of Tongling City of Anhui Province imple-mented in 2010 ＂communities directly administered by district＂.This model has the advantages of meeting people＇ s diversifiedneeds, dissolving contradictions during social system transformation etc. But in practice, this model brings many problems,such as community administrative trend strengthening and dweller＇s self-government weakening etc. It is advised to clarifythe relations between administrative bodies that the governmentshould take measures such as strengthening the top layer designand the master plan specially, straightening administration system, innovating administration methods and so on.
