摘　　要：阐述了农转非社区管理的特殊性、农转非社区管理的现状及问题。认为农转非社区的管理是关乎其是转化为城市社区还是转化为新的棚户区和"城中村"的关键。据此提出了健全和完善农转非社区管理体制的相关建议。This essay elaborates the particularity of theresettlement community management and its status. It brings forwards that the resettlement community management is the key oftransforming into urban community or into new shantytowns orinto the ＂village in city＂. Thereby, it proposes relative suggestions on improving resettlement community management system.
