摘　　要：政府主导是我国运动员社会保障制度的沿革逻辑,制度供给与需求的博弈推动了制度的变迁。通过新制度经济学对制度变迁轨迹进行梳理、分析与评价,提出现阶段我国运动员社会保障工作面临价值理念失位、制度设计错位、文化教育缺位以及法制建设空位的多维困境。在此基础上,理性思考我国运动员社会保障制度创新:强化政府责任,重塑价值观念,是我国运动员社会保障制度创新的本质要求;完善顶层设计,突破路径依赖,是我国运动员社会保障制度创新的技术关键;重视文化教育,强化权益意识,是我国运动员社会保障制度创新的工作核心;推进立法建设,优化外部环境,是我国运动员社会保障制度创新的动力保障。Although the competition between the system supply and demand promotes the institutional changes, the government-led model is still the basic form of the athlete social security system in China. In this paper, theory of new institutional economics is applied into analysis of the changes and the solutions of problems existing in the system. It is proposed that it is urgent to strengthen the government＇s responsibility, to reshape the value orientation, to perfect the top design, to emphasis on cultural, to strengthen awareness of established rights and to reinforce legislation.
