摘　　要：为了应对政府拨款的减少以及国际化和全球化带来的机遇与挑战,伦敦大学学院委员会于2011年发布了《UCL委员会白皮书2011-2021》。该白皮书主要包括9个战略目标与要求:巩固大学的综合性;维持大学的开放性;提升学术与教育质量;把握研究方向,促进知识转化;发展创业教育,加强校企合作;建设多样化的师资队伍;保证长期稳定的科研经费;提高效率,削减日常开支;更新基建设施,提升空间使用率。该白皮书为伦敦大学未来10的发展提出了一系列的改革措施。In order to respond to the reduction of government's grants,the opportunity and challenge of internationalization and globalization,etc.,University College London(UCL)published UCL Council White Paper 2011-2021in 2011.This White Paper mainly includes nine strategic aims and claims:consolidating the comprehensiveness of a university;maintaining its openness;improving the academic and educational quality;seizing the research orientation and facilitating knowledge transformation;developing entrepreneurship education and strengthening school-enterprise cooperation;building diversified faculties;securing long-term and steady research funds;enhancing efficiency and reducing overheads;updating capital construction and improving usage rate of space.This White Paper puts forward a series of reform measures for the development of UCL over the next ten years.
