摘　　要：目的探究政府行为在医药产业集群发展中的作用,为提高医药产业集群的发展水平和政府的引导、服务水平提供参考。方法结合医药产业现状,建立医药产业集群发展的政府行为模型,通过对结构方程模型中各变量之间路径系数的分析,来检验在理论模型中所包含的假设是否受到实际资料的支持,并对集群的政府行为进行实证研究。结果与结论政府的制度供给、公共产品供给以及软件配套支持对园区内的企业发展存在着显著影响;同时,研究结果也反映出园区监管效应和集聚效应方面的不足。政府现有的功能还不能有效地促进集聚所带来的孵化效应、产学研结合、知识溢出等衍生功能。随着医药产业集群的发展成熟以及政府功能的合理完善,集群的核心竞争力将进一步得到提升。Objective To explore the role played by government actions during the development of the medical industry cluster and provide reference for improvement of cluster development level and government instruction and services. Methods Based on the status of the medical industry, the study built a model of government actions in the medical industry cluster development, analyzed the structural equation model between the variables of the path coefficient to test the hypothesis parameter in the theoretical model to determine whether it had been supported by the actual data, and then conducted an empirical research on government actions. Results and Conclusion The institutional supply, public goods supply and software supporting have important roles on the company development in the park. Meanwhile, the results also reflect a lack of supervision and agglomeration effects. With the development of the medical industry cluster and the improvement of government functions, core competitiveness of the clusters will be further enhanced.
