摘　　要：我国城乡社会保障制度是两个相对独立的体系，二者在保障水平、管理体制、保障模式等方面存在巨大差异，从而导致城乡社会不公和效率损失。一体化是城乡社会保障制度发展的终极目标。The social security systems in urban and rural areas are relatively independent. They are quite different from each other in level, management system and mode, etc. The dualistic social security system results in inequity and impaired efficiency. The three-dimension security system can work as a transitional mode which can smooth over the difference between urban and rural area, whereas integration should be the ultimate goal of the development of dualistic social security system..
