后退耕时代农户对退耕还林政策的响应分析

摘　　要：采用参与性农户评估方法,调查了云南省新平县、会泽县和思茅区的154户农户,并用Logistic模型分析后退耕时代影响农户参与退耕还林政策的因素。研究结果显示,受访农户对退耕还林的目的及补偿具有良好的认知;文化程度、耕地面积、是否参加退耕、对补偿是否满意、对退耕重要程度认知,以及村干部落实政策效果,都不同程度地影响着后退耕时代农户参与退耕还林的意愿;同时,退耕补偿政策是目前反映最强烈的问题。结论表明,为了农户能积极响应退耕还林政策,一方面要继续加强政策宣传,提高农户认知水平,另一方面要努力解决退耕补偿问题,同时不能忽视农村剩余劳动力转移问题。The purpose of this paper is to analyze Farmer＇s response towards the Grain for Green Project in the later era of GGP. This research is based on the investigation of 154 famer households of Xinping county, Huize county, Simao district in Yunnan province, by the means of participatory rural appraisal. Binary Logistic regression Analysis has been used to analyze the influence factors of farmer＇ s willingness to be part of the program in the later era of GGP. The results that the farmer has a good understanding of the purpose and the compensation of this policy; culture level, cultivated land area, participation of the program or not, satisfied with compensation or not, the policy is important or not, satisfied with the implementation of the village cadre will affect farmer＇ s willingness of participation in the later era of GGP; the compensation problem is still the most complaint problem in this program. It is concluded that in order to encourage farmers＇ willingness of participation, we should continue to strengthen policy propaganda, strive to solve the compensation problem, also, we can＇ t ignore the problem of rural surplus labor migration.
