国家创新指数与国际同类评价量化比较

摘　　要：本文将国家创新指数与国际上4个类似的评价报告进行了比较,介绍了5份报告的定位特点、指标体系、评价范围、评价方法与结果的异同,分析了差异的原因,得出了同类评价排名结果不可比、应看淡排名和注重比较分析等主要结论和观点,提出了借鉴国际同类评价来完善中国国家创新指数指标体系的建议。This paper compares China＇s national innovation index and 4 similar international innovation evaluation reports to analysis the differences and similarities of their aims, indicator system, evaluation scope, methods and results, and the reasons for the difference. Results show that the ranking results are not comparable among similar evaluation reports, and study of the reasons for those differences rather than country rankings should be given more attention. Finally, This paper puts forward recommendations to improve China＇s national innovation index in reference to other similar innovation evaluation reports.
