“世界记忆工程”的发展现状及其推进策略

摘　　要："世界记忆工程"是在许多珍贵文献遗产濒危甚至消失的国际背景下产生的。该工程实施20多年来,为全球的文献遗产保护树立了标杆,在提升档案文献遗产保护意识、形成独特的档案文献保护体系、建立专门的档案文献数据库、设立专项的档案文献遗产保护基金等方面取得了成绩。与此同时,该工程发展也存在地区和国家的参与不均、宣传工作不到位、国家间合作力度不大、信息化建设偏弱等问题。针对上述不足,笔者从协调区域发展、增强宣传工作、加大国家间合作力度、提高信息化建设程度等方面提出了建议。Memory of the World appeared in the international context that documentary heritage of high value was on the edge of disappearance or destruction. In the past 20 years, Memory of the World has won itself a golden reputation with tremendous contribution in the field of heritage protection as follows： putting forward and promoting the consciousness of documentary heritage protection, building a unique archives safeguard system, and setting up special fund and database for the project. Nevertheless, defects still exist. For instance, the uneven involvement among regions and countries, insufficient propaganda work, the lack of cooperation between countries and the weakness in information construction can be found in the duration. Given all of the above, the authors explore to develop it further from the perspectives of coordinating regional development, strengthening the propaganda work and cooperation between countries, improving the level of information construction.
