摘　　要：本文结合中国科学院文献情报中心数字资源长期保存公共服务系统的具体设计实施情况,对长期保存公共服务的权利与限制进行分析,介绍了该中心利用现有的公共服务系统完善保存服务的技术框架,并详细分析了该中心基于订购协议的访问权限控制管理策略及保存协议的公共服务流程。This paper introduces the designation and implementation of the public service system of NSL DPS. We analyze the fights and restrictions for public access of NSL DPS at first, then show how to integrate an existing public service system to improve the established technology framework of the preservation system. The Access Control Management based on purchase Agreement is also discussed.
