摘　　要：县镇公共图书馆具有较强的公共信息资源与文化传播职能,因此乡镇公共图书馆治理职能建设与完善对于城乡一体化发展战略的实施具有重要的意义。论述了"治理"视域下的公共图书馆职能涵义,对城乡一体化背景下对乡镇公共图书馆职能影响进行了分析,重点探讨了实现乡镇公共图书馆治理职能对策的研究对策。County Public Library has the public information resources and cultural dissemination function strong, so the town ship public library librarygovernance function construction and perfect for implementation of the strategy of the in tegration of urban and rural development has important significance. This paper discusses the ＂functional meaning from the perspective ofpublic library governance ＂, the impact on the function of publiclibraries of villages and towns under the background of urbanrural integration are analyzed, and emphatically probes into thecountermea sures to realize the governance function of public libraries of villages and towns.
