历史建筑活化项目中的社区参与和社区评价——以香港前北九龙裁判法院(NKM)为例

摘　　要：2007年,香港特别行政区政府引入了"活化历史建筑伙伴计划"(活化计划)来协助保护和活化特区政府所有的历史建筑。然而,相关活化项目是否真能如政府宣传的那样有利于当地社区的发展,成为社会上备受争议的话题。它严重影响着公众对于活化计划的认识和看法。本文从社区参与历史建筑活化项目的角度对上述问题进行探讨。基于香港近期完成的一个活化项目,指出在活化项目的社会影响方面,社区参与和社区评价之间存在着密切的正向关联。研究结果有助于政府决策部门进一步认识及改善有关活化计划及其提出的多维活化目标。The paper aims to investigate the relationship between community participation and community evaluation of heritage revitalization projects in the context of Hong Kong.In 2007,the Hong Kong Special Administrative Region government introduced a Revitalizing Historic Buildings through Partnership Scheme （Revitalization Scheme） to help preserve and revitalize government-owned historic buildings.Nevertheless,whether the concerned revitalization projects could benefit the local community,as publicized in the multiple objectives of the scheme by the government,has become a very contentious issue.This issue seriously affects the communities＇ views and opinions on the Revitalization Scheme.The present paper will address this issue from the perspective of community participation in heritage revitalization projects.Based on a recently completed revitalization project under the government-proposed Revitalization Scheme,this paper asserts that there is a positive correlation between community participation and community evaluation of the social impact of heritage revitalization project.This finding will contribute to the Hong Kong government＇s review of its proposed scheme,as well as the increased achievement of the multi-spectrum objectives of the revitalization policy.
