摘 要:为探索煤矿安全质量标准化与煤矿安全风险预控管理体系2种安全管理体系的一体化建设途径,在不增加煤矿安全管理复杂性的同时提高安全管理的效率和水平,采用比较研究、案例研究的方法对二者展开研究。结果发现,煤矿安全质量标准化在运行动力机制、标准的强制性以及管理标准库等方面的优势,与煤矿安全风险预控管理体系在理论支撑、动态化过程管理、人的不安全行为管理以及体系自主完善能力等方面优势的互补性明显。分析二者一体化建设的基础,提出一体化建设的途径:体系建设规划一体化,管理标准一体化,检查落实一体化,考核过程一体化和信息平台建设一体化。The paper aims to find methods for integration between the two kinds of Chinese coal safety management systems, Coal Mine Safety Quality Standardization and Risk Pre-control Management System of Coal Mine Safety, to improve the efficiency and level of coal mine safety management without increasing management complexity. A study on comparison between them was carried out. It was found that two systems are complementary with advantages of one safety management system in operation mechanism, the mandatory features of implementation, relatively unified standard library, ect. and another in the theoreti- cal support, dynamic process management, unsafe behavior of human management, etc.. After analyzing the integration basis between two systems. Aproaches were explored for integrated construction and implementation of two coal safety management systems : to unify construction planning procedures of the system, to unify the management standards, to unify procedures for checking and measuring implementation, to unify the evaluation procedures and to construct an unified cloud information platform.
