摘　　要：当前我国的自然、文化遗产保护与利用面临着经济开发带来的破坏性问题。为了妥善解决这一问题,必须通过建立高效协作的管理体制、创造良好的法治氛围来实现,同时加强对遗产保护的思想建设。体制建设、制度建设(含法制)与思想建设的三管齐下,是解决该问题的办法。The protection and utilization of the natural and cultural heritage in China is to improve the management .It is neces-sary to establish the effective management system and create good atmosphere of rule of law , as well as strengthen ideological con-struction in the protection and utilization of the natural and cultural heritage .
