摘 要:本文按照FAO国际植物检疫措施标准——检疫性有害生物风险分析(ISPM No.11),结合进口植物及植物产品有害生物风险分析实用方法,以有害生物为起点,对木薯绵粉蚧Phenacoccus manihoti Matile-Ferrero,1977随输华寄主产品传入开展风险评估。风险评估结果表明,木薯绵粉蚧随木薯产品进入可能性低,定殖可能性中,扩散可能性高,后果评估结果高,将每个阶段的风险结果进行矩阵合并,总体风险为中。根据风险等级,提出了风险管理方案,将风险降低到可接受水平,对贸易的影响最小。本文对本风险分析方法和下一步应重点明确问题进行了简单讨论。In this article, based on International Standards for Phytosanitary Measures - Pest Risk Analysis for Quarantine Pests Including Analysis of Environmental Risks and Living Modified Organisms, (ISPM No. 11, 2004), in harmony with a practical approach to pesk risk analysis of imported plant product, initiated by the quarantine pest, we conducted risk analysis of Phenacoccus manihoti Matile - Ferrero, by imported host products. The results show that the probability of entry, establishment, spread are respectively low, medium, high. The consequence assessment result is high. According to the matrix combination standard, the final risk is medium. In considering the risk level, we proposed risk management plans, in order to reduce the risk acceptable level, and the minimal impact on the international trade. We also had a little discussion on this risk analysis method, and on the concerning issues.
