摘 要:综合第六次人口普查资料,分析安徽省人口资源和人力发展基本状况,并通过构建计量模型,找出安徽省人才发展的综合因素。结果表明:安徽省人力资源丰富,但人才资源数量和质量不高;人力资源地区分布不均衡;人力资本综合指数不高;第三产业人才比较集中,生产领域内人才相对短缺。安徽省向人才强省转化必须树立人才优先发展战略;保证对教育的增量投入,提速人才队伍建设;培养农材人力资源,实现农村劳动力有效转移。It is shown in the analysis, using the data from the 6th population census, of the basic conditions of population re.sources and human power development with the comprehensive factors of talent development in Anhui Province by the establishment of econometric model that the Province is rich in human resources but less efficient in the quantity and quality of talent resources, the regional distribution of human resources is less equilibrium, the comprehensive index of human capital is less high, and the talents in tertiary industry are comparatively concentrated but there are relatively short of those in production fields. For the transformation to talents powerful province, the Province is supposed to set up the strategies of talents preferential development, guarantee the incremental investment in education, speed up the talent team construction and cultivate the human resources in the countryside for the effective transformation of the labor power there.
