新疆昌吉州农民专业合作社发展态势与平台构建

摘　　要：昌吉州农民专业合作社、专业大户、家庭农场以及农业产业化龙头企业等各类新型农业经营主体快速发展,推动了农民组织化程度与农业产业化水平的显著提高。尤其合作社数量直线攀升,入社人数和入社率上升趋势明显,经营类型和经营方式多样化,土地联营、草畜联营、租赁经营和产业带动型合作社发展迅猛。但从目前的发展来看,农民专业合作社在组织领导、内部管理、融资渠道、监管水平、政策扶持、服务体系等方面也存在明显不足,由此提出加快构建合作社信用评价、联合监管、指导服务、资金支持平台与优惠政策平台的对策建议。The rapid development of new agricultural management entity such as farmer professional cooperatives , professional large landlords , family farms and agricultural industrialization leading enterprises promotes the improvement of the degree of farmer systematization and the level of the agricultural industrialization ,especially the quantity of cooperatives and the number of cooperative members ,and the diversification of the operation types and modes.The cooperatives of land association ,grassland and livestock association ,leasing management and industy driving types are booming .However,there are obvious deficiencies in the organization and leadership ,the internal management,financing channels,supervision,policy support and service system.Suggestions are put forward to construct the platform of credit evaluation , joint supervision , service guidance , capital support and preferential policies.
