中国CDM项目开发的现状问题与对策研究

摘　　要：CDM是一种基于市场交易、旨在减少全球温室气体排放的弹性机制，是一种双赢机制，发展中国家可以借助这一机制获得资金和技术，而发达国家则以比较低廉的成本实现其减排承诺。本文简要介绍了CDM项目在中国的发展及运行现状。详细分析了中国CDM项目开发过程存在的问题，最后针对存在问题提出对策及建议。CDM is a kind of based on the market, aiming to reduce global greenhouse gas emissions of elastic mechanism, is a win-win mechanism, developing countries can use this mechanism to obtain funding and technology, while developed countries with relatively low cost to realize its commitments. This paper briefly introduces the development and operation status quo of CDM projects in China, analyzes the problems existing in the CDM project development process in China, finally aimed at the problems put forward countermeasures and Suggestions.
