摘　　要：政治动员是现代政党的重要功能,亦是中国共产党的优良传统。新中国成立以来,中国特色的政治动员经历了改革开放前全能主义政治动员模式到改革开放后的后全能主义政治动员模式的演进历程。与西方竞选为主的政治动员比较起来,中国特色政治动员在动员目的、议题构建、动员手段等方面都具有其自身特色,并具有动员效率高、资源动员能力强,政策执行快等优点,但也存在诸如民主化、法制化、现代化建设不足等缺点。现阶段,应该从民主化、法制化建设,强化党对基层社会的组织整合,构建针对不同社会阶层的政治动员机制等方面来完善中国特色的政治动员模式。As one of fine traditions of the Communist Party of China,political mobilization has played an important role in modern political parties. Since the founding of new China,political mobilization with Chinese characteristics has undergone a process from omnipotent model before reform and opening-up to post-omnipotent model after reform and opening-up in China. Compared with the election-based political mobilization in western countries,modern Chinese political mobilization has its own characteristics in aspects of objectives,topic construction,and means of mobilization etc. It has advantages in high mobilization efficiency,strong resource mobilization capacities,fast policy implementation abilities,but has disadvantages in democratization,legalization,modernization and so on. At present,political mobilization with Chinese characteristics needs to be improved through democratization,legalization,strengthening CPC's control over the integration of grassroots organizations,and constructing different mobilization mechanisms suitable to different social classes.
