摘　　要：浙江省武义县后陈村首创的村务监督委员会制度是一项旨在解决农村基层社会治理的权力失控、失范及其导致的治理危机所做的"需求——回应"型创新。其核心内容在于:分权制约,突出以权力制约权力;过程监督,实施事前、事中、事后的全程性监督;制度规范,强调以制度约束权力;信息沟通,促进农村基层社会的协同共治。建构了一种以控制为主、协调为辅,内部制约与外部监督相结合、控制关系与协调关系相统一的混合型权力结构,以及制约、监督、沟通三位一体的权力运行机制,创造了一种新型的农村基层社会治理权力调控模式。The village affair supervising committee system pioneered by Houchen Village is a'demand —response'type innovation designed to solve the problems such as power out of control,power anomie and the resulting governance crisis in rural grass-roots society. Its core content is: decentralized restriction,highlighting a check of balance; process supervision,featuring supervision before,during and after the affair; system specification,emphasizing on power system constraints; information communication,promoting collaborative work in rural grass-roots society. It constructs a kind of hybrid power structure,which gives priority to control supplemented with coordination,combines the internal constraints and external supervision,unites the control relations and the coordination relations,as well as a trinity power operation mechanism of restriction、supervision and communication,creates a new type of rural grass-roots governance power control model.
