摩托车排放标准的执行困境及修订建议

摘　　要：2007年,我国发布了现行的摩托车排放标准(中国Ⅲ阶段)并开始陆续实施。和原排放标准(中国Ⅱ阶段)比较,现行排放标准的要求更加严格,排放限值大幅度下降,但实施效果并不理想。文章从我国摩托车行业产品特点、销售市场特点、电喷和电控化油器配套企业生产能力、技术能力的研究等方面,分析了摩托车排放标准执行困境产生的原因。并对行业排放标准执行现状、主管部门监督情况等进行了研究,认为排放标准的起草修订工作是解决目前困境的一个良好契机,起草工作应充分考虑行业现状,制定详细的执行方案,标准内容应分步骤、分时段建立相应的目标,逐步提高。In the year of 2007, the emission standard （ China Ⅲ） was issued and was put into effect in succession. In order to control the rapidly increasing total emissions, the emission standard is more strict than the original one （ China Ⅱ）, and the limited amount of emissions is lowered greatly. But the implementation effect is not desirable. The industry is in a mess and the department in charge is in a dilemma. Through evaluating the process of execution, the authors analyze the reason for the difficult position to execute the emission standard from the characteristics of products, sales markets and the production capacity of cooperation which supplies electronic fuel-injection and electronic carburetors in motorcycle trade and so on. The current situations of emission standard implemented and the supervision from superintendent are investigated, some conclusions are as follows. The drafting and revising of emission standard is an opportunity to solve the present predicament. While we begin the work of drafting, the present situation of trade should be fully considered, then a detailed exe- cution program should be set up and an objective of standard content should be established step by step.
