农业科技政策激励与农户政策认知关系的研究——基于黑龙江省现代农业示范区的问卷调查

摘　　要：农业科技政策对促进现代农业发展、实现农民增收具有重要的激励作用。通过对黑龙江省5个现代农业示范区农户的问卷调查,分析农户对政策感知程度与科技政策激励效果和政策预期目标实现的关系,以此分析影响农业科技政策的实施效果的关键因素。结果表明,农户对现代农业科技政策理解程度越高,对提高农民劳动生产力越有激励作用。因此,应通过加强政策宣传力度,加强农业科技人才培养,完善农产品市场机制,优化农业的科技发展环境等措施,提高科技政策的激励力。The science and technology policy of Agricultural has an important inspiring function to promote the development of modem agriculture, increasing the income of the farmers. This article through the questionnaire survey to farmers of 5 modem agriculture demonstration area in Heilongjiang province,Analysis of the relationship between farmers＇incentives to policy perception of science with technology policy effects and policy targets, in order to analyze the key factors of the impact of agricultural science and technology policy＇s implementation effect, results suggest, The higher level of farmers＇ understanding to modem agricultural science and technology policy, the more incentive effect to increase farmers＇ labor productivity;So, We should strengthen the policy advocacy efforts, Strengthen personnel training of agricultural science and technology, Improve the agricultural market mechanism, Optimization the environment of agricultural science and technology development, Increasing the incentive policy of science and technology.
