摘　　要：农村税费制度改革后 ,卫生筹资思路也将面临重大调整。因此 ,改变思路 ,建立起市场经济条件下的公共财政分配制度 ,以此来界定农村卫生服务的公共特性 ,明确政府在农村基本卫生服务筹资中的职责 ,从而对农村居民提供基本医疗保障。Basic public health services in rural areas were composed of simple public health services, quasi bottommost ensurance and differential ensurance in public health services. The tax and fee reform only provided the principles on various expenditures of public enterprise in rural areas. To satisfy basic health demand in rural areas, the responsibility of the government all levels for bearing the cost and compensation of basic public health services should be ascertained.
