摘　　要：以家庭联产承包责任制为标志,将农村公共品供给制度分为家庭联产承包责任制以前、家庭联产承包责任制时期以及农村税费改革以后三个阶段,并系统考察农村公共品供给制度的演化历程。随着经济实力不断增强,农村公共品供给制度持续完善,供给水平得到改善。为解决农村公共品供给不足问题,需要设计合理的农村公共品供给制度,重点是理顺政府与农村之间的财权与事权关系,建立符合中国农村实际的公共品供给制度。The paper is marked by household contract responsibility system,the rural public goods supply system can be divided into three stages：before the household contract responsibility system,household contract responsibility system and after the reform of rural taxes fees. The paper investigates the evolution on the system of rural public goods supply scientifically.According to the paper ,with the economic power growing,the system of rural public goods supply continues strengthening,supply level is being improved.To solve the problem of rural public goods supply,it is necessary to design a reasonable system of rural public goods supply,the focuses are to rationalize the finance rights and the relationship between the governments and the rural,to establish China’s rural public goods supply actual system.
