摘　　要：医疗服务系统的高效运行有赖于医院与社区卫生服务机构之间以双向转诊制度为纽带形成稳定而有序的联系及良好的外部环境。文章以双向转诊为切入点,应用系统论的观点从内部结构和外部环境两个方面对医疗服务系统的现状进行了梳理和分析,并从改变医保支付、细化双向转诊标准及加强医院与社区卫生服务机构在技术、人员合作和信息共享等几个方面提出对策与建议。The efficient operation of medical services system depends on the stable and weU-organized connection between community health service centers and hospitals based on two-way referral mode, as well as a favorable external environment. Starting from the two-way referral mode, the status of medical services system was analyzed with system theory from its internal structure and external environment. Based on which, some suggestions were put forward from aspects of changing medical insurance payment, formulating specific standards of two-way referral, and strengthening cooperation in technology, talents and information sharing between hospitals and community health service centers.
