摘　　要：为满足建设中的上海国际旅游度假区的防汛安全,结合防汛业务工作特点,设计度假区防汛指挥系统整体功能架构,建设基于WebGIS的集成应用和管理平台系统,采集整合度假区周边的水情、雨情、水闸泵站及其它气象等信息,实现防汛信息的交换共享,并通过新建的防汛视频会商移动分会场,实现多会场机动指挥,区域防汛信息资源共享,协同工作,为行业基础管理和公共服务水平的提升提供有益实践。In order to meet requirements of the flood control safety of Shanghai International Tourist Holiday Resort which is under construction and associated with the characteristic of the flood control business, the main work is to design an overall architecture of the holiday resort flood control command system, and to construct the integration application and management platform system based on WebGIS, which can collect and integrate the water regimen, rain regimen, water gate and pump station and other weather information, etc. around the holiday resort. The system realizes flood control information exchange, supports to command flexibly at multiple meeting places by the new flood control and video conference mobile branch meeting place, and affords share of areal flood control information resources and work together. As a result, it provides the beneficial practice of the industry basal management and improvement of the public service level.
