摘　　要：指出了土地是人类赖以生存和发展的物质基础,是社会生产的劳动资料,是农业生产的源泉,是不能出让的生存条件和再生产条件。尤其是在科学技术日益发展的今天,对土地提出了更高的要求,如何在确保经济快速发展的基础上合理规划土地引起了公众的关注。以济南市为例,重点研究探讨了其土地利用现状、存在问题以及经济发展—土地利用战略研究,从专业角度深入进行了分析,旨在帮助解决土地利用过程中现有的问题,从"经济发展"角度更好地促进土地资源的布局与决策。Land is the material basis for human survival and development, the social production of labor and also the source of agricultural production. What＇s more, it is the non-selling living conditions and production conditions. Especially today, as the science and technology has been growing day by day, this situation has a higher demand for land condition. Therefore, it has aroused public concern that how to make a rational planning of land on the basis of ensuring rapid economic development. Taking the city of Jinan as an example, this article focuses on the status and problems of its land use and the strategy of economic development-land use. In order to help resolve the current problems in the process of land use, the article conducts a deep analysis from a professional point of view and better promote the layout of land resources and decision-making.
