包容性发展:江苏绕不开的战略选择

摘　　要：包容性发展不仅是一种新型发展理念,而且已经成为相当多国家和地区普遍追求和广泛实践的新战略模式。对照而言,江苏在发展主体、内容、过程和结果等方面都存在一定的差距,因而推进包容性发展还有较大的努力空间。进一步而言,江苏须以改革完善公共政策体系与内容、规范提升公共管理行为和促进公共服务有效供给为战略努力方向,以缩小基本公共服务差距、鼓励和规范社会企业发展及引导和支持包容性创新为政策突破点。Inclusive development is not only a new concept of development, but also a new strategic mode of common pursuit and extensive practice by quite a number of countries and regions. In contrast, Jiangsu has a certain gap in the subject, content, process and results of development, thus there is great space to promote inclusive development. Further, it will be hard for Jiangsu to reform and perfect the system and content of public policy, standardize and upgrade public management behavior, and promote the effective supply of public services in the strategic direction. And it should be to narrow the gap of basic public services, encourage and regulate the development of social business, guide and support the inclusive innovation as the breakthrough point of policies.
