摘　　要：文章论述了我国政策执行中目标群体策略行为的主要表现,分析了策略行为对政策执行结果与社会发展的影响,从政策安排的激励惩罚机制、正式规则与非正式规则的张力、政策安排与目标群体利益的冲突、目标群体资源条件限制等方面阐释了目标群体实施策略行为的原因,最后,提出要提高社会运行的制度化水平、减小策略行为对社会发展的不利影响,就要扩大公众对公共事务的参与,建构政府与社会良性互动的关系,制定保护公众基本权益的制度规则。The paper expounds the main types of tactful actions of target people while implementing public policies,analyzes tactful actions’ influences on the consequences of the implementation of policies and social development. The paper also ex-plains the reasons for target people to implement tactful actions from the incentive and punishment mechanism of policy arrange-ments,the tension of formal and informal rules,the conflict between policy arrangements and interests of target people and the resource constraints of target people,etc. Finally,the paper points out that encouraging people to participate in the public af-fairs, constructing the harmonious interaction between the government and the society, and formulating systems and regula-tions to protect the people’s basic rights in order to improve the level of institutionalization of social operation and decrease the tactful action’s harmful influences on the social development.
