全球民主的学理性分析

摘　　要：自古以来,民主便以理念和实践的形式同时存在着。虽然对它的阐释与操作差异较大,但当今,民主已经成为一种不可置疑的善和永恒的价值追求。面对全球化对民主的影响,全球化与全球治理理论认为,民主可以在全球层面进行建构与实践。为此,对以下问题应做学理性的分析:人类历史长河中民主规模走过了怎样的发展路径,全球化又对当今的民主形成了怎样的冲击,全球民主的具体设计是怎样的,全球民主是否可行,这些是了解全球化与全球治理理论下全球民主理念的锁匙,也是清楚认识当今民主实践的必须。Since the ancient times,democracy has existed in the form of theory and practice. Although both the interpretations and operations for democracy differs greatly,democracy today,has become an undisputable goodness and an eternal value pursuit. In the face of the impact of globalization on democracy,globalization and global governance theory hold that democracy can be constructed and practiced at the global level. In this situation,it is necessary to make rational analysis of the following issues：how the scale of democracy has expanded in human history,what impact the globalization has formed on democracy,what is the specific design of global democracy,is the global democracy workable,because these are the keys to the understanding of global democratic ideals under the theory of global governance and to the recognization of the current democratic practice.
