摘　　要：农村土地流转制度改革是当前我国"三农"问题的突破口,也是欠发达地区经济社会发展的重大问题。但欠发达地区农村土地流转在微观农户层面和宏观制度层面尚存在制约因素。要打破其发展瓶颈,土地流转改革必须立足于因地制宜调整政策以及完善各项制度保障等。System reform of farming land transaction is a breakthrough in China＇s ＂three rural issues＂ and a major issue in economic and social development in less developed areas. However some restrict factors exist in less developed areas of rural land transfer at micro household level and the macro level. To break the development bottleneck, land reform should be based on the policy adjustment in line with local conditions and improve the system security.
